Who We Are
LOI is a multidisciplinary consulting firm headquartered in El Paso, Texas. Established in 2003 and rebranded in 2015, we partner with clients to develop practical, collaborative solutions, providing world-class professional services with the appropriate local resources. Today, we are one of the largest engineering consultancies in the region, with a team of dedicated professionals serving clients in Texas, New Mexico, Arizona, and North Carolina.
We combine experienced professionals, advanced field capabilities, cutting-edge technologies, and an accredited testing program to deliver results on-time and within budget, every time.
LOI supports public and private clients with clear communication, thorough documentation, and dependable field support. We focus on practical, constructible solutions tailored to each project, helping teams make confident decisions from start to closeout. Our experience includes supporting local, state, and federal agencies, military installations, independent school districts, A/E firms, contractors, and private developers.

Our Story
LOI was founded in 2003 as a geotechnical and construction materials testing (CMT) firm rooted in the El Paso community. In 2015, we rebranded to better reflect our expanding capabilities and our ambition to serve clients across a broader range of disciplines.
What started as a focused practice in geotechnical engineering and CMT has evolved significantly. Over the past several years, we have added Environmental Services, Planning Services, Exploration Services, and most recently, Special Inspections. We have grown from a handful of core services into a firm with seven fully staffed departments. Our team has more than doubled in size, employing engineers, geologists, planners, environmental scientists, drillers, inspectors, and dedicated administrative professionals who keep every project running smoothly.
Through all of this growth, one thing has not changed: our commitment to the people and communities we serve. We remain headquartered in El Paso, where every decision is made locally by the people who know our clients and our region best. That agility, the ability to respond fast, mobilize quickly, and make decisions without layers of corporate bureaucracy, is what sets us apart from larger national firms.
