Bernardino Olague, P.E., PMP®, M.Sc.

CEO / Principal

Bernardino brings more than 34 years of experience to LOI, having served as engineer of record on over 2,800 projects. His work ranges from residential communities to large-scale federal and aviation infrastructure for agencies including TxDOT, the U.S. Army Corps of Engineers, and the FAA.

Licensed in Texas, New Mexico, and Arizona, he leads with a focus on technical excellence, dependable service, and lasting community impact. His contributions to the engineering community earned him the 2023 Engineer of the Year award from the Texas Society of Professional Engineers, El Paso Chapter.

John D. Cordova, P.E., PMP®

Senior Vice President for Environmental Services and Business Development

John brings more than 35 years of engineering and environmental consulting experience, supporting projects across water utilities, energy, schools, hospitals, and large-scale infrastructure developments. His work includes assignments with the International Boundary and Water Commission, TxDOT, and numerous school districts throughout the region.

Licensed in Texas and New Mexico, he plays a vital role at LOI in guiding environmental and geotechnical services for diverse clients while mentoring the next generation of professionals.

Victor H. Enciso, P.E.

Vice President of Operations for Engineering, Exploration and Urban Planning

Victor brings more than 35 years of experience in civil engineering design and project management, guiding projects through every phase from planning and design to construction. His work spans both private and public sectors, including residential developments throughout southwest Texas and southern New Mexico.

Licensed in Texas, New Mexico, and Michigan, he has collaborated on projects for clients including El Paso Water and the El Paso Capital Improvements Department, delivering reliable results at every stage.

Jesus Baca, P.E., Ph.D., PMP®

Vice President of Operations for Construction Material Testing

Jesus brings extensive experience in geotechnical engineering, construction management, and quality control, with a focus on environmental and water-related infrastructure. His work spans public and private sectors, supporting clients including El Paso Water, TxDOT, the City of El Paso, El Paso Electric, and multiple school districts. His dual background in academia and practice is reflected in published scholarly research and innovative project solutions.

Licensed in Texas, New Mexico, and Colorado, he plays a key role in successful  project delivery at LOI while mentoring the next generation of engineers. His expertise throughout southwest Texas and southern New Mexico brings well-grounded solutions to every project he manages.

Manuel Quiñones, PMP®, MBA

Senior Program Manager

Manuel brings over 30 years of experience in project management and materials engineering, guiding public and private projects across transportation, utilities, and community development. With an MBA and PMP certification, he combines business insight with engineering expertise to deliver results for clients including El Paso Water, El Paso Electric, and local municipalities.

Fred Lopez, FAICP CTP, CNU-A

CAO / Planning Practice Leader

Fred brings more than 24 years of experience in urban and regional planning, including transportation planning, land use, and zoning. At LOI, he leads the Planning and Urban Development practice, drawing on deep knowledge of policy, infrastructure, and community design. Before joining the firm, he served as Comprehensive Plan Manager for the City of El Paso, where he developed the award-winning Plan El Paso and established the city’s first Transportation Planning Division.
